The land promise in Genesis 15 is for a specific section of land upon the earth. The land promise is Genesis 17 is larger and therefore cannot be that same or a modification of the previous covenant.

Rejection of Promise

In Exodus 19:8 Israel rejects the promise from God and request law.

And all the people answered together and they said every Word that the LORD spoke, we will do. And Moses brought back the words of the people unto the LORD.

God instructed them to guard His promise (Exodus 19:5), their response was they will do (not guard) all the LORD has said.
